The Carrollton, Texas City Council provided comments on House Bill 4072, introduced during the 87th Texas Legislative Session. Carrollton, Texas City Council opposes HB 4072. HB 4072 is intended to simplify and clarify local sales and tax administration by making destination state procurement the default method. HB 4072 requires local sales tax to be collected and reported based on the final destination of the item, not where it was traded. Carrollton City Council said the proposed changes would disproportionately affect cities with a large business base, put an undue burden on businesses, and have unintended consequences. Our office also reviewed HB 4072's potential impact on the city of Louisville. If HB 4072 goes through, the changes would cost Louisville more than $10 million in annual sales taxes. Louisville could face service cuts and staff layoffs in all city departments, including police and fire departments. The Beckley State Representative's office is proud to represent the interests of Carrollton and Louisville in opposing this legislation. HB 4072 was designed to address inequities arising from the abuse of chapter 380 contracts, but the Auditor General already has the authority to void such contracts. Cities use Section 380 contracts to develop their economies and benefit their communities. HB 4072 failed in the 87th Regular Legislative Session; it was voted down by the House Ways and Means Committee but did not enter the House. HB 4072 is under consideration in the Calendar Committee; The Calendar Committee is competent to place bills and resolutions in the relevant calendar. The 87th Regular Session ended on May 31, 2021. Yours faithfully, State Representative Michelle Beckley

Thank you for electing me as your state representative for District 65 in the House of Representatives. It's been a long road, but we've arrived at Sine Die, which marks the end of the 87th Session of the Texas Legislature! It has been an honor to serve your interests in Austin and I am very grateful for your support over the last few months. This bulletin will highlight what we achieved in this session as well as the overall result of the 87th term. In this session, we introduced a series of bills designed to improve the quality of life for Texans across the state. We introduced laws to expand healthcare, protect our environment, ensure fair elections and lead in equality. Throughout the session, we listened to voters from across the state and Texans. By sharing your concerns, beliefs, and opinions, we are better able to assess your needs, which allows us to better serve House District 65. We take pride in our interactions with our constituents and other Texans across the state. The havoc caused by the COVID-19 pandemic hasn't stopped the Texas legislature from sitting, but business is no ordinary business. The 87th Ordinary Session of the Texas Legislature begins January 12, 2021… but as I feared the opening would be a very big event, I was sworn in with Representative Ana-Maria Ramos on the sidelines of the Museum of Mexican Art Black Mural Lives Matter commemorating those we have lost to COVID-19. I got my first dose in January; my employees called senior voters of House District 65 to notify them of the Denton County Vaccination Clinic. Become the commander of the US army.
